Q: How do I build my own email list?

Gain permission to add people to your email list, this both filters in the people who are interested in what you are doing, and filters out those that aren’t. Then once you have your initial list, empower the people on your list to suggest peers/contacts who would also be interested in your service/offerings.
Who to call? It matters by what you want to attract. I’ll need more info to better answer this one.
Empower your new contacts in ways that you can manage. If you’re an artist you might consider offering small signed prints.
